2300 is a message block. If you don’t have them blocked in any way on your side, including though any parental controls, then the block might be on the receivers end.

If you're receiving text messages from short numbers like 2300, 7726, or 2220, these are not scams, not personal messages, and not signs your phone has been hacked.
